It was Scott Bessent (Treasury). Musk was in an altered state, and tried pushing Bessent around, after Bessent noted that none of Musk's promises have come true. After two pushes by Musk, Bessent responded. The White House had attempted to call the fight a "yelling match."

Regarding Miller -- or "Pee Wee German" -- he lacks both the physical ability and courage to throw a meaningful punch. But it is fun to say Miller did it, in hopes the White House has to explain that it wasn't Stephen.
