Colorado changed that when R's bitched about losing gas taxes for highway repairs/upkeep. Not a big deal, though and I agree that hybrid owners should support road construction as well. But the Trump PENALTY sucks.

*I've been told by Colorado Emissions that they have had exactly zero hybrids fail emissions inspection unless they had had damage (wreck or vandalism) to the system.
