Minorities and women will bear the brunt. Poor white districts will not get hit as hard as long as there is a GOP governor who controls the purse for cities and counties within the state.That's how they make the cuts saleable to GOP voters. It's all hidden from public.Most white farmers will get huge subsidies again. They will bitch and complain all the way to the bank. Bible belt schools will get help from state coffers that no one will know about.
