The Medicaid cuts are pretty straight forward, cutting federal funds given to the states for medicaid, forcing states to pick up the slack, which most can't or won't do. The cuts to Medicare are a bit indirect. With the bill adding 3.3 trillion to our debt, it will automatically trigger the 2010 PAYGO act, which forces a 4% funding cut on several government programs, including Medicare.
