The fact is indisputable, Jared Lee Loughner was able to buy a handgun and two 33 round magazines. Yes, the school system and the military failed in not reporting him, but he was still able to buy those items without so much as a basic interview to determine if he was of sound mind.
"I have no doubt even if guns were completely banned, Jared Loughner would have found a way to harm her. Might have even succeeded in killing her and many more than he did had he used a bomb instead of a gun."
That's pretty disjunctive reasoning...you're not suggesting the tragedy would have been the same if he wasn't able to purchase a handgun and extended capacity magazines are you? 
I'm entitled to my opinion of where the ultimate failure in this tragedy rests and I'm sticking to it.
