3. I don't see how we can do better there

Illinois has a great deal of conservative land downstate. There isn't a ton of difference between Iowa and the part of Illinois between Springfield and Cairo. They have three districts now, plus 22, plus 20, and plus 11. We have four seats that are plus single digits. All seven of those districts are by each other. Trying to carve another seat out of that part of Illinois runs a grave risk of being a dummymander.



On edit they could cut into Chicago and target LaHood who has the plus 11. It would take a decent number of people to make that work. If they do this, I would shore up the for single digit districts to the extent I could and make the remaining two GOP districts even more GOP. I will say we probably need LaHood's district to become at least plus 5 for us to assure he loses. That would be a 16 point swing. Again maybe we could do this but we want to be careful not to hurt those single digit districts.
