Secretary-General

The Secretary-General is the chief administrative officer of the United Nations and head of the UN Secretariat.

He is the closest you can get to the President of the UN!!!! He said "The Secretary-General condemns in the strongest terms ".
Who is higher in the UN than him? No one!!!!
Of course he doesn't speak for the General Assembly or Security council, no one does. And when you have member countries like Iran, Syria and Russia did you really expect them to?
That's like saying because the US Congress didnt do it but the President did then it doesn't count.
