That General Assembly vote was taken in October 2023.
In March of 2024, Joe Biden's UN Ambassador Linda Thomas-Green was still trying to get the UN Security Council to pass a resolution condemning Hamas's October 7 rape-torture-murder spree.
She never succeeded.

US Ambassador to the UN Linda Thomas Greenfield claimed that Russia and China vetoed the UNSC condemnation of Hamas for Oct. 7 because it was authored by the US.
Russia and China vetoed a United Nations Security Council resolution Friday that condemned Hamas for its October 7 attack against Israel, which was authored by the United States.
