He is making a joke.

Trump wants the prize because he thinks he deserves everything. They won’t sell it to him and he has done nothing to deserve it. So as a joke, Swalwell is saying that Trump’s nemesis, Gavin Newsom, will be awarded the prize this year. This type of joking is called trolling.
