He did it to satisfy his ego and get a name for himself. People have been committing murders for ages. People idolized Bonnie and Clyde because they went after banks. It's no different. Did society collapse 90 years ago?

However, at least Bonnie and Clyde started out by robbing banks. They were dirt poor. They weren't exactly rich like Luigi.

Society has always had lots of Luigis. He just managed to kill someone unpopular and everyone cheered. And he liked the cheering. He got the cheers.
