If the workers at the factory truly were undocumented—and that's a big "if," since we can't trust a damned word from the Trump Regime—then a lot of people in positions of authority had to look the other way. Knowing when and how to look the other way is a whole lot easier when someone is handing you plain brown envelopes full of cash.
