I was curious about that, as the shooter had essentially had a 24-hour head start. If he got into a car yesterday after the shooting (around 2:23 pm Eastern time) and kept driving, they would have been crossing the border to Mexico around 2-3 am Eastern time. It's about a 12-hour drive.
I wonder when the authorities had enough information to put out a BOLO and prevent this. If they did not have relevant info the first 12 hours, this person could be gone.
