The bicyclists are exposed to greater threat (Pepper spray/balls) than anyone watching them go down the street.

Unless one's manhood is threatened by the sight of other men's luggage. Though as cold, windy, and rainy it is on the West Coast this time of year, there is shrinkage, so...could that still be a threat?
