Answer: That's the Colonel.
Dude, it's all over. When the Colonel tried to make the stop there's a much bigger story going on. He had two kids with him while he was out drinking, making chances pretty good that someone in the bar made a phone call. The Colonel got on it and wasn't about to let some clown cause him any grief.
