1. I'm not sure I'd say the timing is perfect to make it a centerpiece of a campaign because there's not QUITE enough

general awareness of how fucked we're all going to be from AI. However, that time will be coming soon, and it's definitely not too early for prominent Democrats to start carving out this position generally. There may indeed come a day when having done so in the past pays dividends for our candidates, but it's not going to do that much to get someone elected right at this moment, put it like that. Too many people still perceive it as something 'neat' and 'fun' that is useful to their daily lives. Once the terrible ramifications become more clear, and generally known, it will be good for our candidates to be able to point back and say "I've been warning about this for years, and here's the common-sense list of controls I've been, and continue to advocate for" type of thing.
