11. I imagine they're quoting directly from a report of some kind?

I mean, yeah, it definitely sounds like those terms would fit, but if the police report or whatnot uses the dry language, for the paper it's safer to use that verbiage I think. The UK makes it pretty easy to sue for libel, and I've noticed a reticence by them to editorialize any more than they have to in hard-news stories like this over the years.

Anyways, this is all disgusting!!!
