In a normal world it would, but they have been instructed not to talk to Dems and the orange guy knows if the files are released, he is in jeopardy. Johnson has already said they are out until the new year. There are probably other GOP names besides the orange one. They want this shut down. They need it. No, negotiations will not happen.
