It's not about the fear of being doxxed and threatened at all. That's what they say, but that's not even close.
The masks and hidden identities and nametags are deliberate. Designed so those ICE agents can get away with violating the human and constitutional rights of those they grab, detain, deport, and otherwise disappear.
Nobody, and I mean nobody knows who those individual ICE agents are, other than themselves and maybe their buddies. If someone's rights are violated, or if they are injured or even killed, nobody will be able to identify the individual ICE agents who did the violations or harm. There are no records of who was there on a particular actions, I suspect, so there's nobody who can be charged for such violations of the law.
The anonymity of ICE agents is a feature, not a flaw.
We don't know who they are. We don't know how they were selected. We don't know how they were trained. We don't know anything about them. They are anonymous and unidentifiable. They can't be held to account, because they cannot be identified. It's sort of a perfect disguise for people who want or are ordered to break the laws through their actions.
I don't see any move to change any of this. We don't know how much they are paid. We don't know much of anything about those men who are mobbing people where they live, work, go to school or walk down the street. They can't be identified, so we can't hold them to account for any crimes they commit.
This is a very, very dangerous problem, for which I find no ready solution.
