1. There was an increase in subsidies that help people pay their premiums during covid

put in place by Congress. The increase had like a 1.5 year sunset period, but under Biden it was extended another 2.5 years (iirc) and that 2.5 years ends at the end of 2025. So it's not "the ACA" it's the enhanced subsidies that were at issue during the shutdown and ongoing.
