Not just ICE as an agency - the agents who arrested him, the guards who held him, and anyone responsible for health care at the facility where he was held.
They should serve time in prison and made to pay huge fines and all costs. If it lands their families in poverty, that's on them.
The lawyers who argued against his release are probably indemnified, but they should be required to make a choice - publicly apologize for their wrongdoing (and they must acknowledge it was wrongdoing) or lose their licenses to practice law.
No Truth and Reconciliation stuff. These people had to know what they were doing was wrong, morally as well as legally.
