Hard to know exactly what the 9 are thinking, but it did occur to me that they might be trying to preserve their Congressional subpoena power.

Considering how the GOP congress critters have bent over for Trump and ceded oversight, funding, war powers, etc. etc. etc., maybe these Dems are trying to maintain a little independence for their branch of government in the face of concerted Trumpist erosion.

Or, I could be totally wrong.
