This kind of stochastic terroristic threat needs to be taken seriously. And it is not paranoid to think some nut with a rudimentary knowledge of chemistry and biology may be motivated to try something like this but with lasting consequences to the intended target and bystanders. The poisoning of dissidents in Russia comes to mind. How about a cup of polonium tea or giving someone a virus?
