Then there would be no reason to further investigate any claims and the DOJ would have zero justification for holding back any files.

Sexual abuse statutes of limitations vary from state to state, though in many states, the statutes of limitation have been eliminated if the victim was 16 or younger. Regardless of possible criminal charges, I believe victims could still file civil charges in most states. That wouldn't put the perpetrators in jail, but it could cost them tons of money and basically destroy them.
