23. Whether they were in on it or not, they allowed him to hang out there for 20 minutes

while doing nothing to stop him. Some DID know the kid was there. For TWENTY minutes. Somehow, they did nothing about it.

Whether they were in on it, or were ordered to do nothing about the reports or about the guy they could plainly see on top of the building, I don't know. But that's what happened.
