I mean .. seriously.... How is this even possible? Did the owners of the firm that had 50 unqualified drivers get prosecuted, fined, and jailed? And for those companies that have drivers with CDLs and those drivers can't speak English - how are they getting their CDLs to begin with? Corrupt state police officers? (It was the Arkansas State Police that tested me).

I agree that training is a problem. A number of CDL schools that offer training sponsored by a "mega carrier" will get you a CDL with the ability only to drive automatics, no manuals. They want a quick ROI. I'm one of those folks who went through the Auto Only CDL course. Fortunately for me most fleets are going to automatic transmission trucks so I'm not stuck but I do wish I had more training.

If it were me I'd change the minimum time from acquiring a commercial learners permit to being able to take the test from 14 days to 28 days... And once you've passed your test that you have to drive supervised with another licensed driver for at least 3 months after that. Once you've had that amount of on-road time and having passed the tests can you go out and drive solo .
