He has bragged about his poll numbers and vote totals for the past decade. He wants to be popular, and hence tells the lies he thinks will make the people he fools love him. He knows that the nature of his final two years depends upon his popularity, since he wants maga to vote in the mid-terms. He knows their candidates did worse than expected in the 2018 mid-terms, and that there is a real chance they will do worse this year. Thus, the last thing he wants is a failure that would be compared to President Carter's rescue attempt.

When do you think he hasn't cared about them? I respect your opinion, but I think the OP makes perfect sense.
