I suppose. But the least they could do is insulate. Since they aren't the ones paying the electric bill, they couldn't care less. The codes got upgraded over the years, but Pre-80s stock like my place doesn't have to be retrofitted.

On the up side, it does have the tiniest bit of architectural character, which is completely missing from newer places. And the rooms are bigger. New apartments are microscopic.
