(20,906 posts)personally, without taking the time to determine just WHY a person might not be responsive or understand what's going on. I remember a case a few years ago (I think it might have been in Texas or AL, can't exactly remember now) where a man left his factory job early because he didn't feel well. A co-worker saw him sitting in his car, unmoving, and went out to check on him. He saidd he couldn't feel his legs, felt worse, was scared and needed help getting to the hospital. The co-worker immediately called 911. But the cops got there before the ambulance did and they just couldn't grasp the fact that the man literally could not physically move and was on the verge of unconciousness. One yelled at him to get out of the car and, when he couldn't, tasered him twice. Which ended up killing him. The co-workers who were present simply couldn't believe what they'd seen and called the cops on those cops, who ended up being fired and the city had to pay a huge settlement to the guy's family.
