71. No, they aren't

It is not going to happen, but I am really sure it could be done. Governments far less powerful than ours have done so with considerable success. People do die in the process however, sometimes quite a few. Government would never get all of them, but at some point it does not matter as those remaining will be silent and well hidden.

It will not happen that way. It will happen because normal people will not want the stigma of being an owner. Folks will die in that process as well, probably quite a few, but at the hands of fruitbat owners instead. When ownership associates a person with a sufficient number of fruitbats, they will choose to rid themselves of this symbol of derrangement.
