I know a thing or two about restoring old cars, I do it as a hobby. It doesn't take several million dollars to restore any but the most high end vehicle. This ain't a high end vehicle, this is a 1939 International Harvester bus. While not as common or popular as Model T's, you should be able to find OEM or rebuilt parts for this bus fairly easily. Without looking at the bus in person, it's hard to say exactly how much it would cost, but $50,000 seems like a doable figure. Certainly not "several million dollars".
