MKUltra ended in 1973 and it's relevant because most of the documentation of the program was destroyed before anyone from the public got to look at it, so we don't know most of what they were doing all that time.
Your claim that drug programs were confined to the early years and somehow the cia lost control is just your claim. You don't know what happened, and being in the antiwar movement and dropping acid during the era doesn't make you an authority on mkultra or the ultimate origins of the drug scene, or us intelligence services. Nor does being a roadie.
Intelligence services have been shown to have some involvement in the distribution of every widely-abused illegal drug there is, from acid to coke to heroin, and the forefathers of the founding fathers of the us intelligence services made their bones dealing opium.
