if they were being enforced explain to me how 2 different people in CT, one who stole some 12 weapons and another who stole 31, were allowed a plea bargain that saw them see NO prison time and end up being sentenced to time served and probation.

Under Federal law a straw purchase is supposed to be 10 years and a $250,000 fine. Too bad that's not normally being enforced either.
