11. Testing is Great idea to create permanent criminal underclass

Let's face it, addicts are not going to quit cold turkey and then wait weeks or months to test drug-free in order to get food stamps. So... drug testing benefits recipients directly creates a permanent criminal class that is forced to steal not just for drugs but for food and housing as well. This is extraordinary stupid public policy.
