I would figure it was like in the days of 45 singles.
Each place had a finite number, costing a finite dollar.

All it took to sell out and become the #1 record was enough people in all the places that sell them.

And then the stores would have none.

It would be a great marketing campaign to get rid of guns and bullets.

Of course, police and camera crews would record every moment.

and it would be completely harmless as no one would actually keep the bullets they are buying
they would immediately be destroyed by police and other proper law enforcement.

There are only x number of gun sellers in the USA.

Simple dollars could buy them out.
(While the big guys like Bloomberg buy the manufacturing plants.)

Simple business 101.

Then do like Jerry Brown in California and work your way down.

And, anyone in any town causes any trouble trying to stop it, arrest them, and take their guns/bullets away with no one able to get in or out of the area with any bullets on them.
