So, some schools had funding for storm shelters [View all]

and others did not.

WHY?

I know all kinds of crazy and nasty shit happens in my state, but Moore, OK being hit ALREADY in 1999 by a devastating storm it just does not make sense to me.

Why do some get it and others don't?
