the upper body strength to knock him into unconsciousness as efficiently as one of the male cops on steroids.

She tried, but she just couldn't put him out. Even when they were holding him so she could give free wacks, with any stance that she wanted, she still couldn't put him out.

At any rate, it's now time for the cops (and some others) to blame this guy for whatever he did before he was put into position where she could take her free swings.
