I can't find a good definition but would take it to mean the stuff that you can take with you, like your car, cell phone, back pack, etc. The best dictionary definition I could come up with is "personal effects personal property or belongings" but that has the qualification of "personal". Obviously, the 4th Amendment has been watered down by court ruling to the point that the language no longer has any English meaning. There is no longer a reasonable expectation of privacy outside of your own home. Even then if a police officer knocks on your door if you don't let them in they will assume probable cause, take you downtown and book you while also using that to get the search warrant to go fishing for what ever they are looking for. The 4th Amendment, in other words, is dead. About the only Amendment in the Bill of Rights that is not dead is the 2nd Amendment, which has actually gotten more powerful.
