to say this is just a draft agreement and nothing big if there wasn't a track record with respect to trade agreements and the administration. I would like to know what "draft agreement" means. Is it a basic outline that has been agreed upon by all parties, pending minor changes. Is it something written by the eight Pacific nations and the basic structure has not been agreed upon by the administration. I didn't see that in there. Maybe the term "draft agreement" has a precise definition in these situations and I uneducated as to that definition.
