As to where the funding should come from, until a $ dollar amount for damages is known, one cannot answer as to whether it should be funded through tax increases, issuance of more debt or (my preference) seizure and liqudation of all assets controlled individually and jointly by responsible members of the Bush Junta, starting with Bushy boy's ranch in Crawford, proceeding through Cheney's lucre, working through Rumsfeld's rot and so on and so forth. You get my drift, I'm sure. Simple forfeiture actions, akin to what is used in run-of-the-mill drug cases, should suffice for my preferred course of action.
Contingent upon a judgment by the World Court and assuming we submit ourselves to its jurisidiction (as any law-abiding state presumably would), a President and Congress would need to work together to satisfy the World Court's verdict, else face massive international censure and sanctions (loss of MFN trading status, embargos on goods coming in, withdrawal of diplomatic missions, and so on).
No U.S. military forces should be deployed in Iraq iwthout the agreement of the U.N. Security Council and existing government of Iraq. We are not, nor should we be, the boss of Iraq
As for civilian contractors, they are free to work there or not at their own risk and fully indemnified by their respective employers. If American or other mercenaries "are kidnapped' by 'anti-government forces,' that is a matter for the police forces and security service of Iraq to sort out.
Why the intense litany of questions? Is this in pursuit of some larger point you're trying to make? If my forgoing paragraphs have failed to make it clear, the U.S. committed a gross crime against the peace and as such is a rogue nation, no longer entitled to the decent respect of mankind, barring the steps I have laid out above.
