. . . the owner put the dog into his car. Obviously he didn't want there to be any problem concerning the dog. He likely forgot that the passenger side window was open to a sufficient extent to let the dog out. Asserting moral equivalence between the dog owner, who was guilty of nothing more than forgetting about an open window in his car, and police who arrested him for no legal, valid reason whatsoever, is just appalling.
