Fast track languished during the late 1990s because of the opposition of House Republicans.

House republicans did not trust Clinton to negotiate trade treaties with TPA even though he got NAFTA passed. I don't see House republicans today trusting Obama any more than they did Clinton.

With the tea party leading Boehner around by the nose, approval of TPA is very unlikely, since their base does not like trade treaties to begin with.
