Sit on the sidelines and clap? The only possible help Cuba can give is allowing a plane from Russia to land with Snowden aboard, and allow him to change planes. Cuba is on good terms with Russia, Venezuela, Nicaragua, and Bolivia. There is no reason to assume they won't help, and the only help they can offer is for transit. If you think it means something else, then have a happy hallucination.
