if i were france, and obviously i'm not, lol, but i would not let him pass. no way jose. I have nothing to gain. The US and France got together to bomb Libya, they are best buds, if you could help it, would you let your best friend's currect biggest adversary escape passed you, while you have nothing to gain by doing so?
I mean, it could happen, but, unless it's mandated by international law that they absolutely must and if they don't something bad happens to them, not sure why on earth they would let it happen.
