9. They're just partisan, it's a group that are for......

the for party first, issues later, esp. in vaguer areas. They're not the conservative dems that are notable in that poll b/c the conservative dems were always the ones who were pro extended surveillance, it's the 30% switching from against it to for it when Obama is in office. That crowd will switch to whatever his position is on certain issues, usually the ones that are a little more vague.
