convincing when you link your own OP, and a poorly-researched piece from ThinkProgress. This program is strictly voluntary with stipulations that are designed to prevent abuse by law enforcement AND the homeless. I have personally helped homeless people on Maui who wanted nothing more than to return to their families on the Mainland, so I am very familiar with the problem.

Some people come here in hopes of settling in and making a home for themselves in "paradise," and spend their last few dollars on the gamble that "things will work out." When that doesn't happen and they can't find jobs, they become homeless, and it is truly heartbreaking. That is when the Aloha Spirit kicks in, and Hawaii people try to help if they can. Hawaii has always been like this.

The "Mainland Mentality" does exist in a few places in Hawaii, but mainly in those resort pockets which have been occupied by Mainlanders. Hawaii is as different from anyplace on the Mainland as is possible, and we're trying to keep it that way.
