committing fraud.
It isn't that there is a backlash because so many people are committing fraud. It's the other way round. There is an emphasis on, and gross exaggeration, of 'fraud' BECAUSE of the backlash against the social safety net, that has arisen for other reasons.
It is really the same sort of thing as the Reaganite propaganda about 'welfare queens'.
