That's the way American society works, far more stick than carrot, we are the world leaders in punitive imprisonment.

Lots of Americans are terrified of the IRS and getting audited.

The administration has depended on the fairness and accuracy of the M$M to get the word out on the details of PPACA, in retrospect that seems to have been a tactical error at best.
