The business model for the Mall/Big Box economy is precisely that.. 20-25 hrs per week (keep 'em hungry for hours, so they'll come in at a moment's notice).
If you schedule someone six 4's, they will almost always come in early,stay late, but if you give them three 8's, they will find an extra job to fill their days off.
These companies hire lots of people who make so little that most cannot afford to buy into the insurance even if they are eligible.. They have little or no interest in the welfare of their employees, since they are all infinitely replaceable.
This company has actually done their employees a favor. If the employees are relatively young (as I suspect most are at this chain), the will fit the heavily subsidized plans soon to be available to them. At $10 an hour, their gross is only $295 a week to start with & after taxes, they now may pay even less than what F21 was "offering" some of them.
