Metadata was already collected on all phone calls during the Bush administration, which was also engaged in warrantless wiretapping against US citizens. Bush was forced to end warrantless wiretapping against US citizens in 2008 and Holder hasn't expanded it. Since 2008 warrantless wiretapping has targeted foreign citizens, not US citizens.
