It's posted on DU, I read it earlier. If I remember correctly, Kerry is quoted as stating "if the Syrians give up the chemicals within a week we will not bomb them but, they won't do that." If I understood the OP correctly, Kerry's "but they won't do that" is what is being ID'd as rhetorical. If that's true, then no, Kerry shouldn't resign.
